Yearly Review of 2013 and Working Plan for 2014

A. Committee Structure

Β. Review of work for 2013

In 2013 the Committee, was reconstituted after having completed its second 3-year cycle of work. During the two meetings of the Committee taken place in 2013, a briefing was done by the representatives of CYS (Mr A. Ioannides and G. Roditis) regarding the progress of the standardization work in the corresponding European Committee CEN/TC 312, as well as the Working Group WG1. In addition, a briefing was done regarding the activities and the course of accreditation of the Laboratory of Applied Energy for the Testing of Solar Collectors and Systems.

The Committee decided to vote positively on behalf of CYS at the corresponding stages of Formal Vote an Public Enquiry of the draft European standards

  • prEN ISO 9806 Solar Energy – Solar Thermal Colectors – Test Methods
  • prEN 12975-1 Thermal Solar Systems and Components – Solar Collectors

 

– General Requirements

The latter voting was accompanied by comments according to the suggestions of CYS representatives, Mr A. Ioannides and Mr G. Roditis.
Draft standard prEN 12975-1 has been modified in order to support the essential requirements of the new European Regulation CPR for Construction Products (no. 305/2011), which is in full action since 1/7/2013 replacing the corresponding Directive 89/106/EC. Due to the supervisory role of the Technical Services of the Ministry of Interior as the Market Surveillance Authority for the implementation of this Regulation in Cyprus, the Committee decided to request the Technical Services of the Ministry of Interior to participate in all Committee meetings (on an observer status).

Raising the awareness of interested parties about the European standards related to solar thermal systems was considered to be a very important issue. An informative letter was prepared and promoted by the Secretary on behalf of CYS pointing out that: any reference to specific test methods (e.g. thermal performance, exposure to the sun, rain penetration etc.) and/or general requirements, should be done with regards to the valid European standards CYS EN 12975 and CYS EN 12976 which have replaced the withdrawn Cyprus Standards CYS 100 and CYS 119. The relevant letter was forwarded to ΟΕΒ, CCCI and ΕΤΕΚ to be included in their publications.

C. Participation in European Technical Committees


In 2013, it was not possible for Mr G. Roditis to attend the meetings of Working Group WG1 of CEN/TC 312, however he participated in teleconferencing sessions. The main follow-up and briefing of relative standardization work was performed after consulting the documents uploaded on WG1 web-site.

Mr A.Ioannides, representative of the Committee to attend the plenary meetings of CEN/TC 312, attended one of the two meetings that were realized in 2013 and his participation was partly supported according to CYS subsidy scheme.
D. Working Plan for 2014
During 2014 the Committee will deal with the following issues:

 

  1. Establish the national position taking into account the discussions within CEN/TC 312 and CEN/TC 312 WG 1.
  2. Establish the national position on CEN Voting for CEN/TC 312 deliverables.
  3. The members of the Committee will be informed by CYS representatives for any new standardisation work to be undertaken by CEN/TC 312.
  4. Encourage organisations and companies to include the standards and specifications for solar water heaters in their tenders.
  5. Provide general information on solar thermal systems to consumers
    1. in cooperation with Cyprus Consumers Association
    2. in a tv or radio interview
  6. Provide information to all interested parties regarding the forthcoming compulsory CE Marking of solar collectors
  7. Follow-up and support of the Laboratory of Applied Energy for the Testing of Solar Collectors and Systems.
  8. Any other issues that may arise in 2014.
